It seems like such a waste to not capture that valuable teaching and use it to help someone else. It was an interesting but sad article. The problem in my opinion is not budget cuts, but fund mismanagement and lack of leadership at the center for deafness. They can't seem to project and prepare services accordingly. As a result of lack in interpreting services, I dropped out of college in my 4th year. My GPA went down from 3.5 to 2.44 when I left. I'm very disappointed to see this problem still happen today. 15 years later, they should have learned the lesson and prepare for it better, but I don't see it to be the case.
