As the crowd disbursed, city hall steps were left chalked demanding a “No” vote on a proposed amendment to LA Municipal Code 41.18, which aims to criminalize individuals who sit, lie or sleep on public property within specified times and locations. City Council ultimately approved the motion, 13-2, with Councilmembers Nithya Raman and Mike Bonin representing the two votes against the ordinance. From Councilmen Bonin’s Twitter Statement: “….I voted against 41.18 because of that 61% of unhoused people who we cannot currently tell, when they ask us, where they can go to sleep. Until we can, pushing people around the city only makes it harder to connect with people & end homelessness by getting people housed.”
