Crime rates around Los Angeles are rising, and stores have to do what they can to limit thieves. Products, including basic necessities, are locked away as stores attempt to keep things under control. Customers may find the lock-ups frustrating, but store employees have encountered people who are willing to break the law to get the products they desire.
